Namida wa Shitteiru (I know the tears) by Mayo Suzukaze
This song was used as the 2nd ED for the show Rurouni Kenshin. It was even sung by the voice actress for the main character of the show (Himura Kenshin's VA). The ED below:-

What is there to talk about. The song is great. The show is great. The manga was greater still. Really, nothing more I can say about it though. Just listen to it, watch it, read it.. and immerse yourself in RuroKen if you haven't already.
It is still one of the better known and best shounen manga from the early decade, and possibly even now too.
